联合国秘书长潘基文（BAN Ki-moon）于2012年9月26日启动为期5年的教育优先行动计划（Education First: An Initiative of The United Nations Secretary-General，简称 Education First），为联合国史上首次将教育视为优先领域，旨在实现国际社会共同设立的2015年教育发展目标提供新推力，并敦促各方兑现相关承诺。
在联合国的 Education First 官方网站上，可以看到，教育优先行动计划提出来三个优先领域：即，把所有孩子送进学校（Put every child in school）；提高学习质量（Improve the quality of learning）；培养全球公民意识（Foster global citizenship）。
教育优先行动计划将采取十大行动：
1、把所有孩子送进学校（Enroll all children in school）
2、在人道主义危机，特别是冲突中维持教育（Sustain education in humanitarian crises, especially conflict）
3、确保所有孩子能写会算（Ensure all children are literate and numerate）
4、培训更多的教师（Train more teachers）
5、用图书和学习材料装备教室（Equip classrooms with books and learning materials）
6、为学生的未来生活而教（Prepare students for livelihoods）
7、改善孩子们的营养（Improve child nutrition）
8、持续的终身学习（Instill lifelong learning）
9、促进全球公民意识（Foster global citizenship）
10、消减财经鸿沟（Close the financing gap）
